HALL OF FAME POLICY
ARTICLE ONE – HALL OF FAME
1.1 NAME AND PURPOSE
1.1.1 There shall be the "Southwest Softball Association of the Deaf Hall of Fame".
1.1.2 The purpose of the SWSAD Hall of Fame shall honor and enshrine deaf persons who
have contributed exceptional service to the deaf of the Southwest in SWSAD and NSAD
as players, leaders, and managers.
1.1.3 Also permanent files of documents, records, scorebooks, meeting minutes, program books and such other items of importance contributing to the archives shall be maintained.
1.1.4 History of the SWSAD shall be collected and maintained.
ARTICLE TWO – MANAGEMENT
2.1 MANAGEMENT
2.1.1 The SWSAD Information Director, the Committee consisting of the SWSAD Executive Committee, all past SWSAD Presidents-Commissioners shall manage the affairs of the SWSAD Hall of Fame.
2.1.2 The Committee as whole shall refer to as the SWSAD Hall of Fame Committee.
ARTICLE THREE – CONTROLLING BODY
3.1 CONTROLLING BODY
3.1.1 There shall be a Hall of Fame Committee consisting of the SWSAD Information Director
as Chairperson and four (4) persons who are themselves already members of Hall of
Fame. They shall be selected by the SWSAD Information Director with the approval of
the SWSAD Executive Committee. The Hall of Fame Committee members may not hold
any office in the SWSAD. They must be replaced at the discretion of the SWSAD
Executive Committee.
3.1.2 The Hall of Fame Committee shall oversee the Hall of Fame, screen and prepare all
nominations, handle all ballots and announce the results. The Committee shall have full
control of the annual Hall of Fame ceremony at the Grand ball or related events. The
Committee shall be responsible for keeping up with orderly files on all nominations and
materials and seeing that five by seven inches (5" X 7") photographs and citations are
permanently enshrined and for passing all materials to their successors.
3.1.3 Timetable of nominations of candidates: Thumbnail sketches of nomination left over from
previous years and request for nominations mailed by February 1st. Nominations shall be
returned for screening by March 1st. Ballots and biographies shall be mailed by April 1st. Ballots shall be returned by April 15th. Notification of winner shall be announced before May 15th.
ARTICLE FOUR – ELIGIBILITY
4.1 MINIMUM REQUIREMENTS
4.1.1 Candidates shall have accumulated thirty-five (35) points. (Players, leaders, and managers)
4.1.2 Candidate players shall have accumulated five (5) years of service within the SWSAD
excluding any activity prior to leaving grade and/or high school and shall have retired as
active softball players at three (3) years to be eligible.
4.1.3 Candidate managers shall have acted at the said profession for at least five (5) years.
4.1.4 Candidate leaders shall have contributed at least five (5) years of service to SWSAD
softball.
4.1.5 Candidates shall be qualified for eligibility when accumulating a minimum number of points in one of the categories.
4.1.6 Any player whose candidacy is approved for admittance and induction into the Hall of
Fame shall be inactive in the SWSAD softball for a period of three (3) years.
4.1.7 Only one (1) Hall of Fame award shall be presented to an individual.
4.1.8 No person shall be elected in more than one (1) category to the SWSAD Hall of Fame.
4.1.9 An enshrinement of the candidates in the Old Timer category shall earn between fifteen
(15) points and thirty-five (35) points.
ARTICLE FIVE – CRITERIA FOR SELECTIONS
5.1 PROCEDURES
5.1.1 Hall of Fame candidates shall be elected for outstanding performance, integrity,
sportsmanship, character, leadership and long service recognition as provided by a point
system.
5.1.2 There shall be no discrimination factors involved in selected a candidate. (i.e.; race,
creed, religion, political or residential, etc.)
5.1.3 Candidates may be nominated by any Hall of Fame Committee member with the
exception of the Hall of Fame Committee supporting materials. However, the SWSAD
Information Director having facts available shall be responsibility to enclose the
information with the nominator's name.
5.1.4 The Hall of Fame Committee shall screen all nomination on the basis of the criteria,
selected not less than three (3) or more than five (5) names or persons who meet the
highest standards. In the event that there are less than three (3) suitable candidates in
any category, that category shall be left off the ballot. A summary of each nominee's
qualifications, not to exceed two hundred fifty (250) words, shall be prepared and these
shall be mailed with the ballot.
5.1.4 The Hall of Fame Committee may waiver the minimum point system and three (3) years retirement in exceptional cases by a majority vote of the members of the Executive Committee.
ARTICLE SIX – ELECTORS AND POINTS
6.1 ELECTORS
6.1.1 The SWSAD Information Director is responsible for nominating and electing without the
electors will inform the SWSAD Executive Committee of elections for Hall of Fame
selections.
6.1.2 The Hall of Fame electors, at their discretion, may elect "Old Timers Players, men and
women softball players, softball managers and leaders". The results of the election
shall be announced by May 15th.
6.1.3 Electors whose name(s) appear on the official ballot of the SWSAD Hall of Fame election
shall not be deprive of a vote on the whole ballot, but shall not vote in the category in
which name appears.
6.1.4 The Hall of Fame electors may submit up to five (5) names in each category for election.
6.1.5 Verification of Ballots: Ballots shall be counted and the tabulated results shall be sent to
the four (4) members of Hall of Fame Committee for verification. The Chairperson shall
send copies of the ballots to any committee members when they request for it. They
respond to the Chairperson regarding the verification of tabulations with ten (10) days.
The Chairperson then may announce results of the ballots. After, a period of six (6)
months, the Chairperson shall destroy all of the ballots received.
6.2 POINTS
6.2.1 Electors may vote up to three (3) candidates in each category on a scale of five (5) points
for first (1st) choice, three (3) points for second (2nd) choice and one (1) point for third
(3rd) choice.
6.2.2 No minimum number of points is required for the election.
ARTICLE SEVEN – HALL OF FAME CEREMONY
7.1 CEREMONY
7.1.1 The softball category honorees shall be inducted into the SWSAD Hall of Fame at a
ceremony during the Grand ball or related events of the annual SWSAD softball
tournament.
7.1.2 The SWSAD Commissioner shall be responsible for presentations of individual plaques,
as well as exhibiting the perpetual plaque.
7.2 EXPENSE OF HONOREES
The SWSAD Information Director shall purchase early bird combo tickets, including the registration fee to the SWSAD tournaments, for the honorees at the expenses from Hall of Fame treasury.
7.3 PLAQUES
7.3.1 The honorees' names shall be engraved on the permanent SWSAD Hall of Fame plaque
and this shall be on display during the annual SWSAD softball tournament.
7.3.2 The honorees shall be given individual SWSAD Hall of Fame plaques with their names
engraved on them.
7.3.3 All the newly elected Hall of Fame members shall receive a citation in the form of a
plaque in recognition of their achievement. Also the five by seven inches (5" X 7")
photograph and a written citation shall be placed in an album kept by the SWSAD
Information Director. (Later all album shall be displayed at a permanent site.)
ARTICLE EIGHT – POINT SYSTEM TABLES
8.1 ALLOCATION OF POINTS
Whenever an individual shares the duties with another person during the tenure as representative, manager, officer or etc.; points received will be awarded on a one hundred (100) basis between the two (2) individuals to promote fairness among them.
8.2 LEADERS
8.2.1 For each elected Officer present at the SWSAD Executive Committee meeting 4 Points
8.2.2 Each Host Chairperson on completion of the tournament 4 Points
8.2.3 SWSAD representative to the NSAD Executive Committee meeting 2 Points
8.2.4 Any elected NSAD Officer from the SWSAD Region 4 Points
8.2.5 NSAD Host General Chairperson within the SWSAD Region 3 Points
8.2.6 SWSAD representative to the SWSAD business meeting 1 Point
8.3 MANAGERS
8.3.1 Manager of SWSAD team actually participating in SWSAD or NSAD Tourney 1 Point
8.3.2 Manager of SWSAD team actually participating in SWSAD Tourney Play-offs,
but eliminated from participation in the SWSAD Tourney 1 Point
8.3.3 In addition to the above, points shall be awarded to the Manager as follows:
Championship 4 Points
Runner-up 3 Points
Third place 2 Points
8.3.4 Manager of the Tournament 2 Points
8.3.5 Also a number of points will be awarded to the Managers of the SWSAD team
which placed similarly in the NSAD tournament.
8.4 PLAYER
8.4.1 Active participant in SWSAD Tournament 2 Points
8.4.2 Active participant in NSAD Tournament 2 Points
8.4.3 Active participant in SWSAD play-off but elimination from the SWSAD Tourney 2 Points
8.4.4 Most Valuable Player 3 Points
8.4.5 First (1st) Team All-Tournament (limit ten (10) players) 2 Points
8.4.6 Second (2nd) Team All-Tournament (limit ten (10) players) 2 Points
8.4.7 Individual Sportsmanship Award 2 Points
8.4.8 Tournament High Batting Average 2 Points
8.4.9 Tournament Most Hits 2 Points
8.4.10 Tournament High Homers 2 Points
8.4.11 Tournament Most RBI's 2 Points
8.4.12 Each participant on the team awarded Team Sportsmanship 2 Points
8.4.13 Also a number of points will be awarded to the players of the SWSAD team
which placed similarly in the NSAD tournament.
ARTICLE NINE – HALL OF FAME POLICY
9.1 SWSAD HALL OF FAME POLICIES CHANGES
The SWSAD Hall of Fame Policies may amended by two-third (2/3) vote of the
representatives from club and independent presented and voting at the annual SWSAD
general business meeting held during the SWSAD softball tournament.
9.2 SWSAD HALL OF FAME POLICIES PROPOSALS
All proposals, amendments, etc.; related to SWSAD management, structure, function shall be forwarded to SWSAD Deputy Commissioner by May 1st for Law Committee to review and to act upon. In turn, the recommendation of the Law Committee shall be forwarded to the club and independent representatives at the SWSAD general business meeting held during the SWSAD softball tournament.
